Biography:

Calvin joined the Town of Rising Sun in May of 2007 and he and his wife recently relocated to the Rising Sun/Conowingo area.  Calvin comes from a family of public servants and has a very diverse background in all areas of municipal government.  Calvin and his wife began fostering and rescuing Japanese Chins (Dogs) and they got their first 2 chins (Permit and Setback) shortly after Calvin came to Rising Sun, having adopted Permit the day he first interviewed with the Town.  Calvin and Terry have gone on to rescue/foster and adopt roughly 30 Chins that have come from all types of backgrounds and with various physical challenges that make them all special.

PROFESSIONAL SUMMARY:

Over 40 years of broad-based municipal government expertise, including 30 years of supervisory management experience, serving as Town Administrator, Borough Manager, Director of Code Enforcement, Fire Chief, Deputy Fire Marshal & Emergency Management.  Specializing in technical writing, grants, policy development, and project management.

  • Over 3500 hours of certified training and education in various municipal government disciplines. with certifications and certificates with ICMA, ICC, NFPA, MML, PBA & PSATS.
  • 7 International Code Council Certifications in Building Construction
  • NFPA Fire Inspector I 

OTHER EXPERIENCES:

Licensed Sewage Treatment Plant Operator of a 2.5 mgd Class C Trickling Filter Plant with belt filter press & sludge disposal system possessing a Class C Type 3 Wastewater Treatment & Waterworks Operators License with the PA Dept. of Environmental Protection.

Deputy Fire Marshal, serving as part of a fire investigation team charged with the investigation of fires, electrocutions, mitigation of bomb scares, and related incidents to include the collection, tagging, processing, and documentation of evidence and eyewitness accounts.  Conducted building inspections, review and process code enforcement issues, and conduct fire prevention and educational programs for school-age children and other general fire prevention activities of the Fire Marshal's office.

Consultant - Instructor, providing instruction, training, and educational classes on various code enforcement, building construction, and fire protection issues, providing services to the Barren Hill Fire Company, Pennsylvania Association of Code Officials, Delaware County Community College, and the Pennsylvania Association of Arson Investigators

Author of 3 trade articles to include "What is Code Enforcement", "Community View of Code Enforcement", and the "History of Code Enforcement."
